Buying a used car in Myanmar and transferring ownership: owner book, RTAD process and checklist
Cars in Myanmar are high-value assets, and paperwork strongly affects price. Checking that the documents are clean matters as much as the car's condition. Procedures and fees can change, so confirm the latest requirements with your local RTAD office before trading.

Documents to check first
- Registration (owner) book: owner's name, chassis and engine numbers match the car
- Plate and registration region
- Seller's NRC matches the name in the owner book
- Tax and registration renewal status and any arrears
How a transfer usually works
Seller and buyer typically visit the RTAD office together, or use an agent with a power of attorney, to apply for transfer. A sale contract, both parties' IDs and the owner book are needed.
Avoid deals where you only receive the car and papers without transferring the name — it causes problems with accident and fine liability and with resale.
Payment and deposits
Bank transfer is recommended for large sums. If you pay a deposit, record the amount, balance date and what happens if the deal falls through in a written contract and in the Near Dee chat.
Test-drive in daylight with the seller, and if possible have a trusted garage check the underbody and engine.
